In May 1998, the State Planning Commission and the Ministry of Finance formulated and issued the "Implementation Measures on the Transfer of the Balance of Principal and Interest of Central-level Capital Construction Operating Funds to National Capital Funds". On April 21, 2000, the State Planning Commission and the Ministry of Finance approved the transfer of the entrusted loans from the central-level capital construction operating funds used by 25 enterprises to the national capital of the group companies with the approval of Document No. 444, in which the company acted as the financier, including the principal amount of 14 million yuan owed by Yao County Cement Factory and the interest of 2,817,427.34 yuan.
